　　一座城市因她的艺术而盛名遐迩，一座城市因她的文化而魅力举世。作为上海十四五期间重要城市文化标识工程——上海博物馆东馆预计于2023年年底前后建成开放。为提升上博东馆空间环境水准，打造上博东馆文化艺术品牌，在“人民城市人民建，人民城市为人民”理念的指导下，面向全球邀请艺术家与艺术团队，以上海博物馆东馆若干选定区域为对象创作一系列代表城市新文化、新理念、新创意的公共艺术作品，以展现公共艺术精神，赓续上海博物馆文脉，塑造城市品格，彰显全球智慧。本次大赛的举办不仅是一次”人民城市观”的生动实践，还是上海市“大博物馆、大美术馆、社会大美育”计划的创新实施，更希冀上海市民朋友、艺术家们，广大的艺术爱好者和国内外的友人们能充分通过大赛——“与上海博物馆东馆对话”。

　　本次大赛由上海大学上海市公共艺术协同创新中心（简称PACC）具体承办。作为上海市最具艺术学科与人才优势的省部级产学研用成果转化平台，PACC依托上海大学多学科优势，借助上海美术学院的专业及人才网络资源，一直致力于艺术推动社会创新，艺术服务于传统文化的创造性转化。近年来，PACC成功参与了包括优秀传统文化技艺上太空、为空间站绘制中华文明时间刻度在内的多项涉及国家战略任务实施的重要任务。2013年，PACC携手国际艺术力量，共同创办了“国际公共艺术奖”，该奖项是迄今为止全球唯一的公共艺术领域的专业奖项，并集合全球智慧，在20多个国家地区，建立了国际公共艺术研究员网络，观察与探索全球各地公共艺术介入城市更新的先进经验，为人类社会的共同进步，提供艺术的解决方案。同时，PACC围绕着国家战略要务，多年深耕城市更新、乡村振兴领域，探索知识服务社会的创新之路，以公共艺术介入现场、城乡美育协同发展、传统工艺当代转化为实践核心，着力提升公共空间、公共文化、公共生活品质，助力上海城市文化软实力建设，为新时代文化建设提供高校实践的新模式，在行业内具有重要影响力与示范性，构建了公共艺术学科的平台化运作、跨界式融合、有机化循环、体系化建设的发展新路径。

　　多年来，PACC荣获各类奖项与荣誉称号，其中包括：扶贫办非遗扶贫品牌行动奖，上海市乡村振兴先进集体，上海市公共文化创新项目奖，上海城市空间艺术季优秀策展人称号等。

　　承办本次大赛是一次以学科知识服务鲜活社会现场的文化实践，中心必以高要求、高水准、高效率的工作品质为目标，对大赛组织团队的构成、竞赛过程的执行、大赛实施的有效运作做精准且明确的布局，对各种情况的预判和全流程SOP的准备做到全面有效的对应，确保大赛的顺利实施，并在公平、公正、公开的原则下，优选出契合上海城市精神与时代风貌，能代表上海博物馆公共形象与文化品位的公共艺术作品。

　　（4）市民社群如何被吸引进博物馆空间——尤其是美育滋养与人们需求之间的关系

　　项目区位

　　上海博物馆东馆的公共艺术竞赛项目区位在上海市浦东新区，东临上海科技馆、西临杨高南路、北临世纪大道，南面则毗邻商业地块。建筑设计师针对不同方向的场地特征，为博物馆的四个面设计了不同的公共空间和开放性，从而让博物馆尽可能地与环境达成呼应。整个区域内环境优美，建筑设计典雅，是体现上海城市精神的重要文化地标，也是一个具有独特场域特征的公共空间，更是富有无限创作可能的艺术展示平台。

　　设计范围

　　上海博物馆东馆公共艺术征集大赛的规划范围包括东馆外部空间与内部空间布局的主要区域，具体包括户外广场、序厅、通道、主题展厅及其他可行的方位。参赛者可在这些区域内进行公共艺术创作，以打造上海博物馆东馆文化艺术品牌，提升东馆空间环境水准，并彰显上海作为社会主义国际文化大都市的包容开放和创新活力，突出其具有的人文关怀、时代魅力和世界影响力。竞赛方案应展现当代视觉文化的魅力，展示其广阔的国际视野和公共文化属性。强调作品与社会公众的广泛交流互动，同时应具备鲜明的艺术表现力与独到的艺术创意。

　　基本需求

　　（1）主题性：作品须突出主题，并且与场馆的氛围相符。以“人民城市人民建，人民城市为人民”为指导，在馆内相关区域进行公共艺术方案创作，其成果要能诠释上海博物馆历史文脉、上海城市传统文化与现代文明。设计者应当以“与博物馆对话”为主旨，让作品与博物馆的展示特性和历史文化相融合，凸显独到的艺术创意思维和丰富的艺术表现力。

　　（2）趣味性：设计作品应足够吸引观众的注意力，并且能够与观众互动，增加观众的参与感和体验感。

　　（3）创新性：设计作品须具有较强的创新性和独特性。公共艺术作品征集的目的是吸引游览者的兴趣，并且对上海博物馆东馆留下深刻的印象。

　　（4）可持续性：作品应在环保和可持续发展方面做出贡献。公共艺术作品要能够把握在地性、环境协调、形式多样、功能优先、低碳环保、安全耐久、易维护等原则。

　　（5）安全性：公共艺术作品必须保证观众的安全，并且不会对场馆造成损害。设计者应当充分考虑作品的应用场地与交互手段，降低安全风险。

　　建议类型：超大型公共艺术（雕塑、装置）

　　主题预设：具有象征意义的地标性公共艺术，展现上海海纳百川的城市气质，且富有艺术。

　　承载力，突出上海博物馆的历史脉络。

　　创作导向：

　　①作品与周边环境呼应，装置结构、含义需与水景相关联；

　　②作品风格导向；

　　a）高度超过建筑或与建筑高度相当，体量得当的公共艺术作品

　　b）横向走向与建筑及景观氛围匹配的公共艺术作品

　　③具有“刚柔并济”的艺术内涵，需适应白天、夜间全时段呈现；

　　④需结构协调、形式感丰富、视觉鲜明。

　　主题预设：以上海博物馆LOGO为基本设计元素

　　创作导向：与南广场建筑外立面形成恰当构成关系的符号景观，交互形式亲民且视觉鲜明。

　　位置说明：位于博物馆建筑物南侧，毗邻两个商厦

　　尺寸说明：长条形空间，长74.55米，宽约11.21米，详见CAD图纸

　　（3）一楼中央开幕式大厅中庭天窗下

　　建议类型：大型公共艺术（悬吊装置）

　　主题预设：彰显大气包容、极致浪漫的海派文化精神

　　创作导向：以动态可视或动力学装置展现“动态、延续”的理念，表现自然的轨迹，注重作品的形式感，视觉表现鲜明

　　位置说明：博物馆大厅处，采光极好，空间开阔

　　公共艺术作品征集提交内容要求

　　（1）参赛对象：国际、国内个人、团体均可参加

　　（2）设计方案概述：不少于400字（此项材料必须为中英双语）

　　方案提交内容：根据不同公共艺术类别方案内容可以有所不同，原则上能够完整、准确、专业表达设计意图、方案特色为宜，可以包括但不限于：创作主题、创作理念、创作原则、方案演示视频、效果图、三视图及其它专业图纸。

　　（3）展陈小样：根据不同类型的公共艺术作品需求进行尺度适宜的比例缩小，应把握在1.5至3米之间。展陈小样的材料应尽量还原且结实耐用，真实表现设计作品的原本样貌。

　　（4）方案提交形式：提交展板文件，尺寸为1200mmX2000mm，分辨率最少300dpi，颜色格式为CMYK，提交图像文件，例如JPG、PNG、TIF，大小以不超过20M为宜。文件名格式：作者姓名/单位-作品名-作品类型。

　　（5）方案演示视频：格式选用AVI或MOV或WMV，视频分辨率不小于1080p，个案时长不超过5分钟，团队方案时长不超过10分钟。

　　（6）方案演示文件：格式为PPT和PDF各一份。
