承德地处华北平原与内蒙古高原的过渡地带，东北为大兴安岭余脉，北部为内蒙古高原南缘，南部为燕山山地，境内地形复杂，西北高，东南低，是由高原、中山、低山和河谷盆地交错组成的山区，山多平地少，素有“八山半水一分田，半分道路和庄园”之称。
