中斯友谊村一村是中国民间援助的最先建设的灾民新村，是2005年8月在斯里兰卡政府和中国驻斯里兰卡大使馆的大力协助下，经中华慈善总会、中国红十字总会和有关方面多次考察、周密计划后由中国水电集团工人、工程技术人员和斯里兰卡工人建设的。这个新村计划建设灾民新村146套，同时还要建设运动场、健身房、老人儿童活动室、诊所、商店和佛堂等公共设施。4个月来，“中水电”的员工和斯里兰卡工人在施工极为艰难的雨季，已经高质量地完成了60套新房的建设任务。印度洋海啸发生一年后的时候，中斯双方特意安排了这个有着特殊意义的部分房屋交接仪式。

          Village I of Sino-Sri Lanka Friendship Village was the first tsunami victim village supported by Chinese civilian donors in Sri Lanka. In August of 2005, under the coordination of Sri Lanka government and Chinese Embassy to Sri Lanka, China Charity Federation and Red Cross Society of China carried out thorough investigations for several times to choose the site of the friendship villages and then made a well-conceived plan. Sino-Sri Lanka Friendship Village was constructed by the technicians from Sino-Hydro Corporation and workers of Sri Lanka. The village was to construct 146 units of houses, along with sportsground, gymnasium, recreation room for the aged and the children, clinic, shops and the village hall for worshipping Buddha. During the four months, the staff and workers from Sino-Hydro Corporation had finished 60 units of houses of high quality. The significant handling over ceremony of the houses was specially arranged on the occasion of the anniversary of the Indian Ocean Tsunami so as to console the dead..
