国际动画艺术展组织的“金鹤奖”国际大学生动画大赛自启动征集，已经收到来自国内外几百部参赛影片，由于受到新冠肺炎疫情的影响，国际动画艺术展决定延长征集时间自2020.07.25.

国际动画艺术展旨在通过全国高校动画作品比赛，挖掘国内动画优秀作品和人才，提倡“纯粹、自由与具有强烈独特性”的创作精神，国际动画艺术展组委会拟凭借其专业的国际内容与资源平台，开拓动画、电影与艺术融汇贯通的无限可能性，为中国动画电影明日中流抵柱的力量铺垫道路，鼓励大学生学习创作动画的热情和创新精神。

International Animation Exhibition (IAE) is an organization based on the promotion of Chinese animation tradition and promoting the integration of global animation culture. The purpose of International Animation Exhibition is to promote the creative spirit of“pure, free and strong uniqueness”. 参赛作品一律为短片，片长需在60分钟以内

包括二维、三维动画、定格动画等以动画为媒介的作品。

金鹤奖设置奖项如下：

初审入围20部动画短片；复审评选出3部获奖作品，共分为最佳动画短片；评委会奖；优胜奖。

组委会可根据评委会建议来调整奖项设置。获奖者将获得2020年度国际动画艺术展证书、奖品。

1. 初审：由受邀影视创作人、影评人等组成评审组，评选出入围20部作品。
2. 复审：由资深电影从业者、创作人、影评人组成复审组，评选出获奖作品。

影片必须是在2018年1月1日之后完成制作，拥有版权的作品。一经入围，除不可抗力因素，参赛作品不得以任何理由退出本次动画大赛。

所有参赛作品必须为原创，如有抄袭，一经发现，组委会将取消其参赛资格，情节严重者将追究其法律责任。

1.短片文件规格不低于1280*720，大小不超过1.5GB，格式须为MOV/MP4/avi，保证清晰度。
2. 如若需要，可加水印，字样为：“IAE评审”，位置统一在影片右上角。除“IAE评审”外，画面内容不得有其他水印标记。

3.如果一位作者同时提交多个作品请将每个作品以及该作品的电子文档的参赛表格单独放在一个文件夹下。作者可以邮寄光盘或将作品提交到指定电子邮箱里。欢迎学校组织作品集体投递。

4.任何作品不得含有以下内容：煽动民族仇恨、民族歧视，或者侵害民族风俗、习惯；宣扬淫秽、暴力或教唆犯罪的；侮辱或诽谤他人，侵害他人合法权益的；侵犯版权、肖像权、或者任何第三方权力的内容。

所有寄往大赛组委会的光盘都需声明：无商业价值，属文化用途，仅作参赛选用！

所寄送预选录像带及光盘将不予寄回，除非特别要求并预先缴纳邮寄费用。大赛组委会不承担任何邮寄方式参赛作品在邮寄过程中的丢失责任。

1.选片委员会的成员由组委会决定，职责是通过对参赛作品的评审为国际动画艺术展选出合格的参赛作品。

2.任何评委不得参加与其有任何形式联系的参赛作品的评选。 

3.选片委员会将根据作品的质量和观赏性来对提交作品进行评选，特别重视作品的创新意识。 

4.由于参赛作品数量较多，未被提名作品恕不一一通知。

1.正式比赛的评审团由不少于4人组成。

2.任何评委不得参加与其有任何形式联系的参赛作品的评选。 

3.比赛奖项的评选程序及评选标准由评审团具体规定。

4.审团将评选出获奖作品并确定获奖名单。

1.每位报名者应该是其参赛作品的作者或者合法的所有者。本次大赛不收取任何报名费用。

2.作品由各学校收齐后统一交到组委会，也可由作者本人直接送到或邮寄到组委会。所有参赛作品均不予以退还，请作者自留底稿。

3.作者须在报名表上填写清楚相关信息，一个作品一张表格。

4.请在光盘载体的明显处注明作品名称、作者姓名、单位。

5.每件动画作品至少附上较高画质剧照三张、作者提供近照一张、海报一张。

6.组委会拥有参赛作品在活动期间的放映权。

7.组委会如果出版获奖作品集，会征求获奖作者的同意再进行出版。

入围影片接到入围通知后，须提供、授权电子版剧照、电子版海报/印刷版海报及其它相应宣传材料，配合宣传和评奖（用于但不限于官方手册、宣传印刷单页、线上宣传资源等）。

1.大赛组委会将为所有入选影片作数字化保存。 

2.所有入选的参赛作品都将在国际动画艺术展期间对公众放映。

3.大赛组委会将决定影片放映的排列顺序、分类和时间表。

4.大赛组委会有权非商业性展映获奖作品和进行特别放映。

国际动画艺术展有权使用入围短片中的片段进行剪辑，制作宣传片花。

1.所有参赛者需是参赛作品的合法拥有者，具有著作权，并承担相应的法律责任。若参赛者的作品被他人主张权利造成的一切损失由参赛者承担；给大赛组委会或本次比赛造成严重影响或损失的，由参赛者承担损害赔偿责任。 

2.所有作品著作权由作者享有。大赛期间，大赛组委会有权在媒体上展示，展播参赛作品。

3. 国际动画艺术展大赛组委会拥有本比赛细则的最终解释权。

Film Length Regulations

All entries are short films, the length  should be within 60 minutes.

Film Types

2D animation、3D animation、Stop motion animation and other works using animation as a medium.

Prizes

The Golden Crane Awards are set as follows:

20 animation short films will be pre- selected in the first review;

The final selection will choose three best films to go for:

The First Prize;

The Second Prize;

The Third Prize;

The organizing committee can adjust the award setting according to the recommendations of the jury. The winners will receive certificates and prizes for from 2020 Golden Crane Award.

Juries and Process

1, The Golden Crane Award judges will be composed of a team of top international film and animation industry leaders, including the institutional chairman, producer, director, university president and relevant representative animation filmmakers and educators.

2, The Process will be combine of two rounds of selection, the pre-selection and final selection.

3, The film must be produced after January 1, 2018, and only the holder of copyrighted are allowed to apply for the festival award. Once shortlisted, except for force majeure factors, entries must not withdraw from this animation contest for any reason.

4, All entries must be original. If there is plagiarism, once found, the organizing committee will disqualify them from the competition, and those with serious circumstances will be held accountable.

Competition Version

1. The movie file specification is not less than 1280*720, the maximent file size is 1.5GB, the format must be MOV/MP4/avi, to ensure clarity.

2. If necessary, you can add a watermark, the words are: "IAE Review", the location is unified in the upper right corner of the film. Except for "IAE Review", the content of the screen must not have other watermark marks.

3. If an author submits multiple works at the same time, please place the entry form of each work and the electronic file of the work in a separate folder. The author can mail the CD or submit the work to the designated email address. Schools are welcome to organize the collective delivery of works.

4. Any work must not contain the following content: inciting ethnic hatred, ethnic discrimination, or infringing on ethnic customs and habits; propagating obscenity, violence, or abetting crime; insulting or slandering others, infringing on the legal rights and interests of others; infringing copyright, portrait rights, or Any third-party power content.

Transportation and insurance

All CDs sent to the organizing committee of the contest must declare: no commercial value, cultural use, only for selection!

The pre-selected videotapes and CD-ROMs will not be returned unless specifically requested and paid in advance by mail. The Organizing Committee of the contest does not bear any responsibility for the loss of entries in the mailing process.

Selection Committee

1. The members of the film selection committee are determined by the organizing committee. Their responsibility is to select qualified entries for the Golden Crane Award and International Animation Exhibition Committee  through the evaluation of the entries.

2. No judges may participate in the selection of entries that have any form of contact with them.

3. The selection committee will select the submitted works according to the quality and appreciation of the works, paying special attention to the creative awareness of the works.

4. Due to the large number of entries, the unnominated works will not be notified one by one.

Jury

1. The jury of the official competition is composed of not less than 4 people.

2. No judges may participate in the selection of entries that have any form of contact with them.

3. The selection procedures and selection criteria of competition awards shall be specified by the jury.

4. The jury will select the winning works and determine the winning list.

Copyright 

1. Each applicant should be the author or legal owner of his entry. There is no registration fee for this contest.

2. After the works are collected by all schools, they will be handed over to the organizing committee, or they can be sent directly to the organizing committee or mailed to the organizing committee. All entries will not be returned, please keep the manuscript.

3. The author must fill in the relevant information clearly on the application form, one form per work.

4. Please indicate the name of the work, the name of the author, and the unit in the obvious place of the disc carrier.

5. Each animation work should be accompanied by at least three high-quality stills, one recent photo and one poster provided by the author.

6. The organizing committee has the right to screen the entries during the event.

7. If the organizing committee publishes the winning collection of works, it will seek the consent of the winning author before publishing.

Shortlisted films must provide and authorize electronic stills, electronic posters/printed posters and other corresponding promotional materials after receiving the finalist notification, and cooperate with publicity and awards (for but not limited to official manuals, promotional printed single pages, online promotion Resources, etc.).

Screening of movies

1. The organizing committee of the competition will digitally save all the selected films.

2. All selected entries will be screened to the public during the International Animation Exhibition.

3. The organizing committee of the competition will decide the order, classification and schedule of the film screening.

4. The organizing committee of the contest has the right to screen the winning works and perform special screenings non-commercially.

The International Animation Exhibition reserves the right to use clips from short-listed short films for editing and production of promotional videos.

Legal issues

1. All contestants must be the legal owners of the entries, have copyright, and bear corresponding legal responsibilities. If the contestant’s work is caused by all the losses caused by others’ rights, the contestant shall bear the responsibility; if it causes serious impact or loss to the competition organizing committee or this competition, the contestant shall be liable for damages.

2. The copyright of all works is enjoyed by the author. During the contest, the contest organizing committee has the right to display and broadcast the entries in the media.

3. The Organizing Committee of the International Animation Art Exhibition Contest has the final right to interpret the rules of this contest.
