虽然江南省造银币与广东、湖北、四川、吉林等省生产机制银币一样都是清末国家法定流通货币。但与广东等省不同的是江南省在当时并无建制，这是银元机制史上一种难以理解的现象。也许正是因为如此，江南省造光绪元宝才倍受藏家的欢迎。

清代的江南省前身是明朝的南直隶江南省，范围大致相当于今天的江苏省、上海市和安徽省。康熙六年(1667年)清廷撤江南省，分设江苏和安徽两个省。南京造币厂将其铸造的银币标明"江南省造"，是因为当时苏州已经有一个专铸机制铜元的造币厂，其铸造的铜元均标明"江苏省造"。为避免混淆，南京造币厂将其铸造的银币标明"江南省造"。系我国货币史上有名无实的省份银币。所以目前存世量非常稀少。
